The Universal Bill of Rights
Preamble:
When Cosmic Consciousness is my essential nature; and
The Supreme Singular Consciousness is my Cosmic Father; and
The Cosmic Operative Principle (Nature) is my Cosmic Mother; and
The universe is my homeland; and
All human beings, being equal, have equal right to enjoy it as a single family.
And;
When every human being –
Has the same basic needs for life; and
Depends on a stable, sustainable, environment; and
Lives on a planet where the essential requirements, necessary for life, are limited; and
Needs various facilities to develop their latent creative potentialities; and
Longs for the freedom for self expression; and
Yearns for Ananda or happiness without limits;
Then;
We the people of this world, by referendum, proclaim and affirm that:
Any and every constitutional authority, government or governance system follow this charter of rights, to frame laws, engage benevolent leadership and administrate, solely to guarantee each and every human being the following inalienable rights to:
Article 1 – Security of Person
The recognition, protection and safety of one’s physical and mental being, family, home and personal property; and
Article 2 – Basic Necessities
A socio-economic system which guarantees such purchasing power that ensures the basic necessities for life – food, clothing, shelter and healthcare, education; and
Article 3 – Rational distribution of Economic wealth
The maximum(effective,) utilization and rational(equitable) distribution of the economic wealth in each constitutional jurisdiction or geographical region, so as to maximize the wellbeing of each and every one of its inhabitants, without exception; and
Article 4 – Increasing Purchasing Power
A progressively increasing purchasing power as measured by a purchasing power index; and
Article 5 – Education for liberation
Free basic, tertiary and continuing education that allows every person to first understand their own being, their relationship to all other beings, to develop their social and socio-economic potentialities, contribute to social advancement and fulfill their own highest aspirations; and
Article 6 – The right to personal privacy
The protection of personal privacy whether spoken or written in any media; and
Article 7 – The right to free expression
Freely express oneself through speech, whether spoken or written in any form and on any media; and
Article 8 – Protection from torture
The protection from torture, cruel, inhumane or degrading treatment or punishment; and
Article 9 – Right to bear arms
With the permission of the collective body and the requisite training for proper control, bear arms for one’s personal defense, the defense of one’s family or property; and
Article 10 – Freedom of Movement
take up residence, travel and merge their socio economic interests anywhere on the planet without hinderance; and
Article 11 – Freedom of Association
To freely associate with any person or persons without hindrance; and
Article 12 – Protection from Discrimination
Protection from discrimination based on any distinction, such as race, colour, sex, language, religion, political or other opinion, geographical or social origin, birth or other such distinctions; and
Article 13 – Equal protection under Law
Equal protection and treatment before the law; and
Article 14 – Effective Remedy
Effective remedy by a fair and competent judicial process or tribunal where the course of justice shall be served by a restorative process rather that a punitive one; and
Article 15 – Protection from arbitrary arrest
Protection from arbitrary arrest, detention or exile
Article 16 – A sustainable environment
An environment where animals are recognised as sentient beings with emotionally expressive capacity and plants are protected; and
Article 17 – Indigenous linguistic expression
The protection of indigenous linguistic expression; and
Article 18 – Practice of Dharma
The guaranteed right to spiritual practice for the return to unmitigated consciousness; and
Article 19 – Cultural Legacy
Take part, develop their cultural life, including the ability to access and enjoy their cultural heritage; and
Article 20 – A check against corruption
An fully independent Auditor General whose task, on behalf of the people, is to monitor and independently investigate any charges of corruption at any and all levels of administrative governance including the police, legislature and/or judiciary.
Article 21 – To protest against injustice
Protest in such a peaceful manner so as to draw attention to such issue, should justice not be accorded by the legislature, the independent Judiciary or other instrument of governance. Such right shall not be restricted by the police or any arm of enforcement of the government, nor even by the declaration of a state of emergency.
Article 22 – Bodily Integrity
To informed consent, free from any form of coercion or pressure, whether implicit or expressed, to any medical procedure, including the right to refuse any form of medical conscription or compulsion; and
Article 23 – Rights not enumerated here
The enumeration of certain rights within this charter, shall not be construed to deny or disparage other rights retained by the people; and
Article 24 –Inalienable Rights
The above rights and any other natural human rights not enumerated here, shall not be abrogated or mitigated by any law, declaration of emergency or any instrument of administrative ordinance or directive; and
In Practice;
- All economic activity shall be at the most appropriate local level possible, via, where possible, cooperative ownership of the means of production.
- There shall be a clear separation between political leadership and socioeconomic development.
- Given that at any point in time:
- The disposable wealth, in any and all constitutional jurisdictions of this planet, is limited; and
- Everyone is guaranteed all necessities of life; and
- The accumulation of wealth by any private individual or corporation distorts the socioeconomic landscape; thus
- No constitutional authority or government shall allow the unrestricted and unconditional accumulation of wealth by any private individual or corporation without the clear permission of the collective body of such constitutional jurisdiction.
- The above rights shall not be interpreted or exercised in a way so as to:
- Contravene cardinal human values; or
- The principles of Neohumanism; or
- Deny any other person the exercise of such rights
